Since the announcement of partial mobilization in Russia, men have had more worries. A lot of time seems to have passed since September 21, but questions still arise about whether it is possible to travel from one city to another, how to use the Russian Railways and what you need to buy a ticket.
The law will help clarify this point. Article 21 on mobilization training refers to the prohibition of the departure of a citizen who is on military registration during the conscription period. That is, a man has no right to leave the city in which he lives and is registered. An exception will be the issuance of an exit permit from representatives of the military commissariat or federal authorities.
There are three documents in total that confirm the registration of a citizen.
At the same time, during the announcement of partial mobilization in the Russian Federation, it was indicated that only those citizens who were in reserve at that time would be subject to conscription. First of all, this applies to those who have served in the army, as well as those who have the necessary military accounting specialty and experience.
The Kremlin promised that they would tell more specifically whether the borders would be closed for men. However, on 10/20/2022 there were no detailed explanations.

The press service of the Russian Railways announced at the end of September that there would be no special conditions for the sale of tickets to men, including buyers aged 21 to 60 years. On this occasion, the company has not received orders, so there are no grounds for changing the order.
At the same time, publications appeared on the Network, which said that allegedly men stopped selling tickets for trains and planes. However, it turned out to be fake. Similarly, you do not need to present a military ID to issue tickets. As before, only a passport is needed from the documents. That is, at the moment there are no special rules for the use of Russian Railways for men.

After the announcement of partial mobilization, some Russians decided to leave. The men managed to do this even without providing a military ID and special permits.
However, the mobilization still created some problems. A queue has formed at the borders with neighboring countries. A number of resources wrote that in order to wait for the border crossing, it was necessary to wait for several days. Such a stir was noted only in the first week after the announcement of partial mobilization. Already in the last days of September, the situation has improved. At the same time, the border services of Georgia, Kazakhstan, Kyrgyzstan and other countries note that there is no critical influx of tourists from Russia.
Since September 21, men have been traveling freely outside the Russian Federation, although this contradicts the current legislation. However, this may change in the future. So far, men who have not yet received a summons can cross the border.
Important! As soon as the mobilization status changes, it will be problematic to leave the city of residence without permission. In addition, this is a violation of the law, which means that an administrative process can be initiated. As a result, the violator will face a fine, arrest or even imprisonment.
Thus, so far there are no restrictions on using the services of "Russian Railways" for men.
